What is the controlled persons registry?

Since February 5, 2025, foreign citizens illegally staying in Russia are subject to the deportation regime. A foreigner subject to deportation is included in the controlled persons registry.

The deportation regime applies until expulsion from Russia or until the legal status is settled.

When you get included in the registry

  • 1Expiration of temporary stay, RVP, VNZh, patent, work permit or labor contract
  • 2Cancellation of visa, RVP or VNZh
  • 3Refusal of refugee status or loss of temporary asylum
  • 4Administrative expulsion
  • 5Deportation decision, readmission, or entry ban
  • 6Illegal crossing of the Russian border
  • 7Criminal conviction

Restrictions for listed persons

Cannot change address without MVD permission
Cannot leave the region of residence
Cannot buy property or vehicles
Cannot register marriage
Cannot register as entrepreneur or company
Limited banking operations (up to 30,000 RUB/month)
Restricted driving rights

How to get removed from the registry

Prepare documents

Collect documents confirming your legal stay: valid visa, RVP, VNZh, patent, certificates of no violations.

Apply to MVD

Submit an application for removal at the migration department. Processing time — up to 30 days.

3

Appeal in court

If MVD refuses — file a lawsuit in district court. Attach all documents and MVD response.

Data is updated every 4 hours

Information on the MVD website is updated every 4 hours. The deportation regime applies from the day of inclusion in the registry.
